As we have discussed at length there are several variables here:
1. Mexico used to get $250 million in foreign assistance. Now they get $80 million. Since 2015 it has declined rapidly to finance the ongoing border and narcotics issues.
2. This was his plan from the start. After years of collecting evidence the gang of 8 (Pelosi is a member) which is the 4 majority and minority leaders and whips will have heard his opinion that Mexico represent a clear and present danger to the National security of the US. He bypasses committee and gets the funding from a number of sources immediately depleting foreign assistance as well as (probably, I will confirm) FEMA (whose boss quit this week) budgets.
3. Financing the El Chapo trial is not the thing. That will have been pulled from foreign assistance. It is the evidence and intelligence (as it was with Noriega) that now can be used by multi-jurisdictional task forces. As well as the Executive branch.
What we will see is Central American nations entitled to less aid as well as South Anerican countries like Bolivia and Colombia.
I’ll update this with numbers tomorrow but in general National Security Senate committees have over $100 billion at their disposal. That’s because they stamp domestic and foreign ops and departments that are non CIA charter.
